This is the default state of a newly created document. Visible means that an anonymous site viewer is allowed to view the document but that the document does NOT show up in any automated site navigation or summaries. A visible document would not be seen on the navigation bar by an anonymous viewer. A visible news item would not show up on the news page. In short, an anonymous viewer would need to either have the url or view the page contents to access visible items.
